This is another Franz Joseph design, and can be found in the Starfleet Technical Manual

A Ptolemy Class tug, with and without the haulage container

This was simply a kitbash of the Constitution Class, like the Saladin and Paladin. But vessels of the TOS and pre-TOS era are going to have similar design themes, so it isn't utterly implausible...

Ptolemy with three connected containers (although the Tech Manual says it can tug only two at a time :)
